The native checkout relies on RequireJS components and an internal event registry (mage/utils/wrapper or tracking validation states on the step navigator). However, the cleanest way to globally listen to validation failures or steps blocking the customer is to extend the checkout validation mixin or tap into the global jQuery validation observer.
